Timothy Richard McLean Jr. was born on October 3, 1985, in Winnipeg, Manitoba. A vibrant and kind-hearted young man, Tim was described by friends and family as adventurous, outgoing, and full of life. He worked as a carnival worker, a job that matched his energetic personality and love of travel. At just 22 years old, Tim was on his way home from working at a carnival in Edmonton when his life was tragically cut short. 

On the evening of July 30, 2008, Tim boarded Greyhound Bus 1170 heading to Winnipeg. The journey was long, and Tim chose a seat near the back of the bus. He spent most of the trip quietly listening to music through his headphones and texting friends. The man who would change Tim’s life forever, Vince Li, boarded the same bus in Erickson, Manitoba. Initially sitting at the front, Li moved to the seat next to Tim after a rest stop. Passengers later reported that Tim appeared to be asleep when the attack began.

Without warning, Li pulled out a large knife and began stabbing Tim repeatedly. The other passengers were thrown into chaos and panic as they realized what was happening. The bus driver and passengers quickly evacuated, locking the attacker inside. What followed was even more horrifying. As police and emergency responders arrived, Li mutilated Tim’s body in full view of those outside the bus, committing acts that were too gruesome to comprehend. Despite police efforts to negotiate, Li remained inside the bus for several hours before being apprehended.

Vince Li was arrested without resistance. It became evident during the investigation that Li, a recent immigrant from China, was suffering from untreated schizophrenia. He later claimed he believed he was following divine instructions to kill Tim, whom he thought was an evil force threatening humanity. 

Li was charged with second-degree murder but was found not criminally responsible (NCR) due to his mental illness. The NCR verdict meant that Li would not face traditional incarceration but would instead be treated in a secure psychiatric facility. 

The decision sparked widespread outrage and debate in Canada. Many believed the ruling was too lenient, while others argued that it highlighted the need for compassion and better mental health care.

Tim McLean’s family and friends were devastated by his loss. His parents, particularly his mother, Carol de Delley, became vocal advocates for victims’ rights and changes to the NCR laws. The case also prompted discussions about public safety on transportation and the adequacy of mental health resources in Canada. While Vince Li was eventually released from the psychiatric facility under strict supervision and given a new identity no one can forget what he did.

Tim’s life was tragically cut short in a way that no one could have imagined. Those who knew him remember his infectious smile, his adventurous spirit, and the joy he brought to those around him. His story, though heartbreaking, serves as a call to action for greater compassion, understanding, and preventive measures in addressing mental health issues.
